Definition of Alternative

I've asked this question before, but I have yet to receive a meaningful response.  In developing the new assignment policy, what is the distrct's definition of an alternative school? Why is TOPS considered alternative but not John Stanford International, which offers immersion programs in Japanese and Spanish--isn't that about as alternative as a school can be?  Before making any crucial decisions about the assignment process, it seems that this definition needs to be addressed.  Thanks for listening.

The Board is considering forming a short-term community advisory committee on Alternative Education to help the district address alternative education issues including a definition for the terms.  A decision on the formation of this advisory committee should be made within the next two weeks.
